    I went to check with my vanilla HOD install, and DC is still its own state. Maryland is Baltimore, Hagerstown, and Dover. DC is Washington. Nothing seems to have changed. I usually play vanilla, so there haven't been any mods in recent memory that could have tampered with this.

    Yeah. West Virginia and Maryland will never go CSA either, no matter the demographics. If Kentucky can sometimes go, and you can get crazy stuff like a CSA Kansas, or Idaho, I don't see why West Virginia is off the table.
