I really don't think chemical weapons would have been very effective against the Coalition (especially NATO) forces in the area. It would have slowed them down, to be sure, and casualties would have been higher, but it would have still be a rout.

Would West Germany permit its land to be contaminated with tactical nukes? I would assume that it's better to be Red than dead.

And has them available at D-Day. What happens next? Do they nuke the landing beaches? Would nukes prove decisive on the Eastern Front?

Let us go under the assumption that either D-Day is thwarted by the Germans or never even attempted in the first place. How long will it take before the Soviets beat the Germans without the Western European front? How would a loss in Normandy affect the front in Italy?

It would probably become impractical before 1900, but because of how hard it is to change the Confederate Constitution, it may not be actually outlawed until later on. At least we'd have no Klu Klux Klan (There would be no Republicans to run out of the South) and maybe not the harsh Jim Crow...
