    I think it would look better if the reds were all the same - as it is, they're just different enough for it to look wrong. I know the colours are from the original flags, but unless this is a CoA from within the last few decades, I don't think having one shade of red instead of another would...

    Purely from a colours point of view, the second is better, as the red/green border is easier to distinguish than the blue/green border.

    No particular conditions, but I'd prefer to keep the challenge as 'design a star-less replacement for an OTL flag,' so (1) and (2) are okay, but (3) would be stretching it a bit.
