The two western ones have under 1 thousand and under 4 thousand people respectively, the other two border counties have more people but are heavily Mexican and Democratic (Laredo is 96% Hispanic).     That's beautiful, but you're really pushing the margins on the districts, given Democratic issues with off year elections, the really need more of a margin than that.
