Well, there are a couple of reasons: first, I do think the Qing were a fairly effective dynasty that allowed for great economic and territorial growth--not culling but taming China's steppe invaders problem. Though I admit that the Dzungaria genocide goes woefully unmentioned for political reasons in modern China. There's also that I think Qing Emperors were a more diligent bunch.
