China has been in a state of civil war since 1912, when the Qing Dynastywas overthrown, and a Republic was declared. Unfortunately, The new government suffered from infighting, corruption, and the odd coup. With the Republic's government unable to provide enforcement in many of the outer provinces, Warlords began to take over. Many European powers tried to intervene, especially during the great war, to create a strong, unified China, that was loyal to them. Most of these attempts failed. But Germany, in order to protect its holdings on the Shandong peninsula, brought the last surviving Qing emperor, a boy named Puyi, to China, and set up a cabal of German-friendly generals to run the Dynasty until the young Emperor came of age. Thus the Later Qing dynasty, or the Beijing Government, was formed. Soon the warlords scrambled to ally themselves with whichever government they thought would be the winning side.
This map shows the situation in 1921, as things have finally begun to stabilize in Europe. But the Chinese Civil War has only just begun...
