I was wondering if I could get something that incorporated the roman aquila and the Iron Crown of Lombardy (https://upload.wikimedia.org/wikipedia/commons/5/54/Corona_ferrea_monza_(heraldry).svg) together, with the crown above the eagle's head.

It's for a Holy Roman Empire created by the Lombards instead of the Franks, from the timeline in my signature. The eagle represents Rome and the Iron Crown represents their Lombard origins.
ok, what about this ? the canadian flag in use at the time was already a colonial one so instead of putting it in canton, the field is divided based on the panama flag and the 2 stars moved below the canadian shield. placing them that way instead of integrating them in the canadian shield emphasize the idea that panama is a separate entity from the former and symbolically "under" it.

Pretty nice, your explanations as to why the flags are what they are is appreciated as well
no prob. It feels to me that when you make a flag which breaks the usual rules of vexillology, its usually better to explain why it might have made sense from the point of view of its creators.
