I would love to participate in this threat, but there's a huge problem. I guess this may seem odd, but I have absolutely and utterly no idea how to make maps or flags of any kind? Can anyone help out?

Here is a useful tutorial by @Upvoteanthology, if you're interested in learning Inkscape.
If you search google you can usually find a blank line map of whatever location you're looking for. You can download the image and edit it, adding colors or legends. I keep it really simple and edit in MS Paint.
Paint.net or Photoshop make it even easier as they allow layers. Which means you can literally just trace accurate borders onto your map. Photoshop can be expensive for some, but Paint.net is completely free.
