Yep, I did Latvia. It only has first level divisions. I did notice that sometimes they are grouped together to create larger regions, but I think those are unofficial.
Anyway, I'm glad to see that we are nearing the end. I would like to apologize for not working on this project much. I've been increasingly busy at university and my school doesn't have breaks. Constant work with little time for mapping.

I claimed Guinea-Bissau and I would try to do Cape Verde too, thanks for the maps. Where did you find the D.R. Congo map? Are you sure those are 2nd level?

I think so. From what I know, Districts of the Democratic Republic of the Congo seems not to exist anymore.
