    Hmm yeah I thought the same. It seems somewhat impossible to me to spark a war, even with a long term strategy because of the 'hotline'. All I can come up with is stealing nukes but that seems also very unlikely and difficult. You can't just put them in your backpack while visiting a nuke silo...

    The Warzaw Treaty would have been dissolved anyways. So the USSR would be rather isolated in Europe. Secessionist movements would still be active and the war in Nagorno-Karabakh, which was already underway in 1991, and in other parts of the USSR would escalate anyway. Probably even more soldiers...
