Good question. Probably Germany would not dare to recognize Croatia against the will of the USA. If they would not recognize Croatia there would be no secret weapon shipments form the Germans and possible no war at all. Only a very limited conflict. I am not sure about the economic growth...

The Warzaw Treaty would have been dissolved anyways. So the USSR would be rather isolated in Europe. Secessionist movements would still be active and the war in Nagorno-Karabakh, which was already underway in 1991, and in other parts of the USSR would escalate anyway. Probably even more soldiers...

Probably the 1991 coup would have succeeded and the Gorbachists would have been executed in the USSR. The effects on the rest of eastern europe would have been neclectible however.
