    Which begs the question, did the Japanese ever consider not attacking the US? As far as I know, the Japanese assumed they were attacking the US, British, and Dutch from the start. Is there a POD in Japanese planning that would remove the US from the target list?

    The Japanese can’t take the risk. There are reasons the US was included in the first place. Even absent a Japanese attack, US-Japanese relations deteriorated through 1941. The US was withdrawing the US Navy and Marines from China and reenforcing the Philippines for a reason.

    The problem is the USCG has no need for a vessel like a CVE. For the vast majority of its missions, a single vessel with a helicopter or two onboard is sufficient. It would be a waste of resources.
