The electoral college is the sum of all Senate and House seats (100+435+3 for DC). The House has been fixed at 435 for a while so unless you see a new state entering the Union within the next 8 years, the number's gonna stay the same.

A White-victory Russia certainly doesn't look optimistic. The Whites were little more than a "Not-Bolshevik" alliance that could hardly co-ordinate it's own troops let alone create an effective alternative to Bolshevism.
