Well my own strategy for dealing with rebels is quite a bit simpler: I don't care about rebellions and just assassinate the rebel leader anytime there is one, which I can since I don't spend any money otherwise (except on my retinue).

I suggest attaining a title outside the de jure HRE, for example by taking a duchy from somewhere else with lower CA and making it your primary title, which allows you to still war against everyone else in the realm.

Well, the reports might be very unreliable. Maybe the only ones with working communications where quite a ways away, saw a huge explosion and just assumed that most of them were dead.
Well, that is a wierd PoD. From what I can gather from the quotes it seems like the German Unification will be more peaceful than OTL. The consequences of that alone will be quite interesting to see. Good luck on frequent updates!
