the dutch want to be neutral, they tend to the germans (at last otl) and if the germans sink so many british ships, the dutch can make much more profit with other nations.

you need an early plot (1920/21 is best), a non-nazi-government, a naval-airarm and admirals with a grand strategy.
if you do this and help the germans, they can get 2-3 carriers similar to the yorktown class and 2 smaller...

you know nothing about this plot - as you shown earlier - and bring otl-events as "evidence" for the failure of this plot
