Spain and Portugal were not essentially fascist they were authoritarian right wing regimes, yes Spain did have the Falange party, but they were more of just a rubberstamp for the regime. I am finding hard to think of anywhere fascism could have taken hold.

You need to prevent the Western intervention in Libya or at least the movement of fighters and weapons to Syria from there.

They would need to develop something the size of a US MOAB to make a real difference, the question is how would they deliver it.

There are few French and British overseas territories that could be added to the list if London and Paris decide they are not worth the hassle. But as previously stated India is the big one.
