Agreed, the Soviet system was far too bureaucratic and barely showed any initiative at all. A major disadvantage compared to the western armies and a professional NCO corps was a major reason for that.
There are a few WIs on it, but that was a while ago. The interesting thing is that the WIs each time seem to bring up a new fresh conversation since there are more new members because of the time between the new thread and the last one.
