Why the Chinese play cricket (an Imperial Federation timeline)

October 1900: The first of the two cruisers ordered for the Royal Canadian Navy, Quebec is launched at the new Canadian Vickers yard in Montreal. With her launch the second, the Toronto is laid down on the same slipway. While she is a repeat of the Quebec, it is expect she will be constructed more rapidly as the Canadian Vickers yard gains further experience, with it hoped both will be commissioned in 1903.
Really minor nitpick but the Cruiser's almost certainly wouldn't be named Quebec and Toronto as one is a province and one a city which would be remarked upon. They would either be Quebec and Ontario or Ville de Quebec and Toronto. I would suggest calling them Province Class Cruisers and calling them Quebec and Ontario and leaving city names for a smaller class of warship like destroyers or sloops. Alternatively if you wanted to keep Toronto call them Capital Class Cruisers and name them after provincial capitals. Either system gets you up to 10 cruisers; 12 if you count the territories; depending on how big you want the Canadian Navy to grow.

October 1900: While the new Chinese Nanjing government has ordered the suppression of the Boxers and is attempting to make peace with the Eight Nation Alliance, the old Qing government of the Dowager Empress Cixi in Xi'an has rejected any such measures. While Cixi recognises the Boxers are defeated and that war against the Eight Nation Alliance can not be renewed, she refuse to acknowledge the Nanjing government of the Guangxu Emperor, claiming to continue to be the legitimate government of China. While her control is limited to the Gansu, Shaanxi, Ningxia, Shanxi, and Henan Provinces, she still controls considerable military force with Yuan Shikai, Dong Fuxiang, and Ronglu continuing to support her. Cixi's government will become known as the Xi'an government.
That was going to happen even after the treaty was signed though the Boxers at the end of the day probably though they were something like the Yellow or Red Turbans but unfortunately for them this isn't Victoria or Shadowrun and there are no spirits to protect you from rifle fire or shrap exploding over their heads. TBH the Emperor is in a position of strength when compared to the Dowager Empress given for one he has friends in Britain and the USA who will give him all sorts of aid he can build up quicker.
October 1900: The British declaration of Victory in South Africa has proved to be premature, with Boer guerilla resistance being extremely difficult to suppress, forcing the British to not only halt the redeployment of troops to the Middle East, but requiring troops to returned to Southern Africa. Additionally the railway across the Sinai is still at least six months from completion and General Paul Methuen's forces at Gaza have failed to breakout of their beachhead. Coupled with this, the other European Great Powers, concerned at the potential for British expansion in the Levant, have been pushing for a negotiated settlement, with the Austro-Hungarians and Germans all providing the Ottomans political backing and military support. With no possibility of launching offensive operations in the foreseeable future, the British reluctantly agree to an armistice with the Ottomans.
About expected as OTL given the Boers pretty much fought an effective guerilla war OTL though there are differences here like the Chilean contingent and the bit about the military support is pretty much OTL given what was said in arming the Sultan though I have to wonder with the way Britain is expanding here and changing from OTL will there be more technical support. Also given the way the wars have gone both in the Middle East, South Africa and China I imagine the first Mark of the Lee-Enfield will be coming out sooner to replace the long lee's and lee metfords as the carbines I mean one of the things I like about the Lee-Enfield is the damned thing is pretty much a universal service rifle for all arms so it saves on cash and material also you can churn them out.
November 1900: The Russian invasion of Manchuria has crushed the Chinese opposition, bring the region under full Russian occupation, though guerilla resistance by local forces known as Honghuzi will continue to plague the Russians. While the Russian Governor General of the Amur region, Nikolai Grodekov urges the annexation of the region, the Russian Foreign and Finance Ministers Vladimir Lamsdforf and Sergei Witte are able to convince the Tsar to refuse this. However they do demand the Guangxu Emperor agrees to place Manchuria under Russian administration, effectively making it a protectorate. Given the weakness of his position the Emperor has no choice but to agree.
I think this is pretty much OTL though TBH the face the Emperor is there is a big change though he must have felt like he was passing a kidney stone when he agreed to this with the Russians though it probably means the Russo-Japanese war is on track or maybe a Russo-Chinese war depending on how things play out. Though in all honesty if its the conservatives in China picking a fight with the Japanese and Russians at the same time I feel it will go poorly for the Chinese.
November 1900: In one of his first acts and attempting to further national reconciliation after the turmoil which has gripped France, Emperor Napoleon IV issues a decree pardoning and granting amnesty for all persons involved in the Dreyfus affair. While the decree angers the hardliners on both sides, it is well received by the bulk of the population seeking an end to the violence and unrest.

Though in all seriousness good move on Boney IV since it gets the majority of the population on his side and basically is a massively positive start to his reign though given how... violent French politics of the period can be and how much worse the whole affair has been compared to OTL he is going to be spending a lot of time mending fences and rebuilding bridges as well as maybe taking a good hard look at the army come to think of it.
December 1900: The first selections held under the new French constitution produce a National Assembly dominated by moderates, both republican and royalists, with the hardliners suffering a heavy defeat. The boulangists in particular suffer due to their loss of support by the royalists. The first law passed by the new assembly confirms the Emperor's decree of amnesty and pardon for those involved in the Dreyfus Affair.
That's good also good the hardliners on both sides both lost though the extremists will probably only get more extreme with this lost.
December 1900: General Roberts is promoted to Field Marshal and raised to the peerage as Baron Roberts of Kimberly. He is appointed to the position of Commander in Chief of the British Army, replacing Field Marshal Wolseley. His position as Commander in Chief in South Africa is taken by General Lord Kitchener. Kitchener adopts new tactics to deal with Boer guerillas, employing armoured trains to protect rail lines, blockhouses to defend vital points and massive barbedwire barriers to restrict Boer movement. These are coupled with a scorched earth policy of destroying Boer farms and interning the civilian population in the Concentration Camps to deprive the guerillas of their local support. These internees will rapidly overwhelm the camp's capacity, leading to shocking conditions and many deaths.
Pretty much the same as OTL with a lot of enmity being built up, though a highly valuable learning experience for the army I expect more questions by all walks to be asked at the Imperial conference when compared to OTL and even harder questions to be asked at both Aldershot and the Ministry of War.
November 1900: With his authority restored over much of China, the Guangxu Emperor reinstitutes his 1898 reforms reversed after Cixi's coup beginning with ending the Imperial Examination system. While feeling unable to restore the contracts issued to British and US companies for machine tool works given to French, German and Russian interests. Instead he grants twenty year contracts for the management of the government arsenals and naval yards to British and US companies. This move will greatly improve the efficiency of Chinese military industries, rooting out the endemic corruption which has plagued them previously.
Jolly good those reforms are going to help though in all honesty, I would have dropped the Russians like a hot metal plate but the fact the USA and Britain are runing the Southern arsenals and shipyards us a good sign especially with the British and US Logistics structure coming in. Hmm maybe even bring in a few infrastructure and construction companies as well to help with road construction.

January 1901: The federal Commonwealth of Australia is formally created. With its creation support for a full Imperial Federation of Britain and the Dominions is at an all time high, with many in Australia seeing it as the first step toward such a federation and potential model for it. It is also held that when such an Imperial Federation comes into being, the Commonwealth of Australia will no longer be necessary and should be dissolved with the individual states becoming full member of such a federation.

January 1901: The Eight Nation Alliance issue their preliminary demands to end their occupation of the Chinese territory taken during the Boxer War. These demands include a massive indemnity, suppression of anti-European movements, punishment of those responsible for attacks on Europeans during the Boxer War and restrictions on the Chinese military. The Russian demands over Manchuria are particularly extreme, amounting to its reducing to a Russian possession. Despite his apparently extremely weak position, the Guangxu Emperor will prove extremely adept at playing off the various Great Powers against each other to moderate these demands.

January 1901: Queen Victoria's dies after 63 years on the British throne. Her death will see a massive outpouring of grief, not only throughout the British Empire, but in the wider world as well. She will be succeeded by her son Albert, who takes the regnal name of Edward VII.

January 1901: As part of the continuing reforms of the US Army, the Army War College is established to prepare officers for senior command positions. The college will be open to Colonels and Lieutenant-Colonels, focusing on teaching strategic and leadership skills.

January 1901: With his scorched earth and blockhouse policies restricting the Boer Commandos movement, Lord Kitchener begins large scale sweeps to eliminate Boer resistance. These will be coupled with improved intelligence gathering to locate Boer troop concentrations. Additionally captured Boers will no longer be released after tasking an oath of loyalty and to cease fighting. Instead they will be shipped to prison camps overseas.

February 1901: The Spanish-American War has revealed many failings within the US military, particularly the army. The scandal has resulted in the removal of Secretary of War Russell Alger and his replacement with Elihu Root. In order to reform the army, Congress passes the Army Reorganisation Act empowering the Secretary of War to making sweeping changes by issuing various General Orders, the first of which is to ban the sale of alcohol on all US Army facilities. This will be shortly followed by another banning permanent staff attachments, requiring officers to be rotated out every four years so as to enable more officers to gain staff experience.

February 1901: Former King Milan of Serbia dies in exile. His death will serve to further increase the unpopularity of his son Alexander and the instability in Serbia.

February 14th 1901: Brazilian aviation pioneer Alberto Santos-Dumont is nearly killed when his No 8 glider stalls in flight. The accident will lead to Santos-Dumont abandoning the wing warping flight controls he has been using up to that point. His search for a superior alternative will result in him developing movable ailerons as a form of flight control.

February 1901: Recognising they all share the same goal of furthering devolution in Britain, the Irish National Party, Cymru Fydd and the Scottish National combine to form the new Federalist Party. William O'Brien is selected as the party's first leader with David Lloyd George as his deputy.

February 1901: In the wake of the end of the Barbossa Uprising Brazilian Prime Minister Joaquim Nabuco is finally able to reform the Brazilian Senate, ending lifetime appointment, transforming it into an elected body. While it remains dominated by conservative elements, this is the most significant political reform in Brazil since Afonso Celso's expansion of the electorate in 1890.

February 1901: The landing at Gaza has shown up many problems in the Royal Navy and British Army's conduct of amphibious operations. In an attempt to completely overhaul British amphibious warfare practice, a commission under former First Sea Lord Admiral George Tryon is established to investigate the matter.

February 1901: In an effort to satisfy the promise to respect Hawai'ian indigenous right made to the British in 1900, the US Congress passes the Hawaiian Native Act. The act amends the Hawaiian Organic Act of 1892 which established responsible government in the territory, establishing a a Native Commission constituting of five indigenous Hawai'ians appointed by the governor to advise him on matters concerning the indigenous population.

February 1901: Germany makes demands on the Southern Qing which involve the ceding much of the Shandong Peninsula and the reduction of the remainder of the Shandong Province to a German protectorate. The Emperor makes these demands known to the remainder of the Eight Nation Alliance who are unwilling to see such an expansion of German influence in China. The result is the Eight National Alliance agree that no further permanent territorial concessions should be made by the Chinese.

March 1901: The US returns the Philippines to civilian rules, with Luke Wright appointed as its first governor. The colony is to be initially governed by an eight man commission, consisting of five US members and three Filipino members pending the development of a plan to move the Philippines gradually to responsible local government.

March 1901: As part of his reform of the US Army Elihu Root convinces Congress to authorise an increase in the annual intake of cadets for the US Military Academy at West Point from 77 to 481. This massive increase is justified by the need for junior officers due to the ongoing wars in Cuba and the Philippines.

March 1901: The first Australian federal elections result in a minority government led by Edmund Barton of the Protectionist Party supported by the Australian Labour Party. Barton's government is elected on a policy of protectionist tariffs, a national social welfare program, a Trans-Australian railway and further Imperial integration. While the Imperial common market established at the Port Elizabeth Imperial Conference prevents the imposition of tariffs on goods from Britain or the other Dominions, the new government will increase tariffs on foreign goods. Additional, in order to gain the support of the Australian Labour Party, Barton is forced to agree to impose immigration restrictions to protect Australian workers against cheap foreign labour. This will result in the Immigration Restriction Bill, imposing strict quotas on migration to Australia bring about the 'White Australia' policy substantially limiting potential migrants to those from Britain and the Dominions. This act will actually create considerable controversy as far abroad as Britain, with many in Lord Salisbury's government feeling its limits on the basis of 'race' go against the Empires traditional policy of open entry to people of all ethnicities.

March 1901: The Guangxu Emperor's half brother Zaifeng graduates from Dartmouth Royal Naval College sixth in his class. Despite his fervent desire to return to China to assist the Emperor in the ongoing political turmoil, the Emperor insists he serve a number of years in the Royal Navy to gain experience. Thus he is commissioned as a sub-lieutenant on the battleship HMS Swiftsure, currently serving on the China Station.

March 1901: Despite US misgivings regarding Japanese ambitions in China and Japanese concerns regarding the rise of US imperialism in Asia and the Pacific, the two powers begin tentative talks regarding the potential of some form of alliance. Though there is considerable mistrust on both sides, their mutual concern regarding the recent Russian expansion into Manchuria and possible German designs in the region allow the talks to progress slowly.

March 1901: As part of his ongoing series of reforms, Brazilian Prime Minister Joaquim Nabuco implements a nationwide adult literacy program. His intention is to finally end the power of the landowning elites by massively expanding the electorate, as well as creating a literate urban working class to allow the country to industrialise.

March 1901: The British company Brumah Oil is granted an exclusive sixty year licence to prospect for oil throughout Persia by Shah Mozzafar an-Din. While the company controls most of the existing fields in Burma and India, the granting of an exploration licence in Burma to US company Standard Oil has led it to seek to expand, hoping to capitalise on the suspected vast oil fields in Persia.

I checked the historic RCN names, they should be named after provinces. So will be Quebec and Manitoba. Though Newfoundland is actually still not part of Canada yet.

China is about to go off the rails from the OTL big time. Massive changes are coming.

While the reforms will be broadly similar on the face of it to the OTL, there will be several very important changes. Again, watch this space, the first has just cropped up

As I said, China is now departing Kansas at a rather rapid pace. Still more space watching required lol.

Boney Mk IV is actually far more British than French. He's spent the last twenty five or so years of his life as a career British army officer. Rising to the rank of Colonel. A huge change.

French politics have been polarised and a strong basically fascist movement has arisen from the early foundations of boulangism.

China is about to be ripped apart in civil war. However, while I can't say for certain, this looks likely to spare them most if not all of the chaos of the warlord era.

And brought up in the British school of parliamentary constitutional monarchy quite unlike the French presidential system.. France's changes are far from over, but ii like China has now jumped the rails from the OTL.

I don't know where France is headed yet. The period from the Sino-Japanese War to the end of the Russo_japanese War ITTL is one of massive change, and too many butterflies are in flight to see more than a few years ahead. I'm having to constantly rewrite due to developments. All I can say, till now there have been a number of quite distinct threads of change. They're now starting to collide to reshape the world.

One thing I have determined is Nap IV's hourglass runs out on 3rd November 1929, assuming no earlier unnatural death. With Princes Marie born 22nd December1885, Prince Henri born 8th May 1887, Prince Albert 18th October 1889, Princes Gabrielle 17th January 1892.

73 years of age, not a bad age to go out for the time.

And hopefully the next Emperor of france will be Henri V Bonaparte.
