No, I figured it was a situation similar to Ford picking Rockefeller in 1974. President Romney picks the elder statesman in order to get confirmed by a divided Congress, but Powell does not stay on the ticket in 2008 and Romney picks a more conservative running mate to placate the base.

Because I said so, that's how :winkytongue:). However, ITTL he also keeps his knowledge about the Peoples Temple a secret, due to them pulling their "mass suicide" stunt earlier than OTL and him wanting to distance himself from it as a result to maintain his reputation, and when this is eventually exposed amidst the 1992 election, Moscone ends up losing re-election in a near landslide.
