In 1917, they didn't. They made up for it by buying food abroad (mostly financed by the sale of cotton and tobacco), but rationing was widespread. This year, they will be planting food crops (mostly corn) instead of cash crops. Theoretically, the South should be able to feed itself, but implementing the switchover will not be easy.
