I think the SIR should probably be removed, I never understood why Brooks has such an irrational hatred for AR rifles. Anyways it would be far more reasonable to just lock all the current M4's into semi automatic rather than building new rifles from scratch.

Oh yes, I would think those who knew the existence of zombies besides the CIA, MI6, DGSE, FSB, etc. would have formed cults or see it as a sign that the Mayan Doomsday was coming up.

It was mentioned in the book that there were also mass suicides going on in a church as the zombies were closing in. Some even fed themselves to the zombies thinking it was part of the Rapture.

They can rightfully claim that President Colin Powell abandoned them, much like how Gotham City was abandoned in the "No Man's Land" storyline. As for the cities, the cities that have been mentioned have been mentioned either have populations of less than c. 250,000 people which can be cleared off by a well-trained militia, or would have been secured early against being overrun by zombies. Consider also that while the Capitol and National Mall regions of Washington D.C. would be quickly secured by the military, residential and blue-collar areas like Georgetown and Chocolate City will be a lesser priority...
