A Pre-War aerial photograph of Hashima Island (Aka Gunkanjima Island) near Nagasaki, Japan, despite being abandoned since 1974, it became some what of an unoffical safe zone as many Japanese fled to the island as well as the other uninhabited islands of Japan. Despite being only 9 miles from the center of Nagasaki, the refugees of Hashima did relatively well as the island was surrounded by a sea wall and the Island being already open to tourists had certain exterior walls being repared prior to the Great Panic. A good number of buildings on the island were refurbished using materials on the Island or from Nagasaki with farms and electrical grids being built. Despite this, life on the Island wasn't by all means easy, It's estimated that almost 7,000 people lived on the Island during the duration of the war, with shanty shacks and huts being built as parts of the Island's buildings were already damaged by the elements. After the War the Island was repurposed as a museum and cultural site.

The problem of Hashima is where to get freshwater. Rainwater won't be enough to supply the refugees living here.
Also, was this where the live-action adaptation of Attack on Titan was filmed on?

Stills taken from the body camera of a Spetsnaz GRU soldier, deployed as part of a joint-expedition between HRE, UFC and ROK Special Forces to investigate a series of large subterranean bunker complexes situated along the Kangnam Mountains. Though relations between the three nations have historically grown terse, reports that the DPRK evacuated its citizens to underground bunker complexes following the Great Panic were sufficient to promote cooperation between the three nations (with corresponding support from NATO) who would conduct several exploratory missions in efforts to confirm their whereabouts.

As with similar NATO-led incursions to the southeast, no conclusive evidence was found that any of the complexes still harboured survivors - the inherent danger of exploring the uncharted tunnels in closed quarters, poor visibility and other environmental hazards from the unstable architecture and flooding precluded a more thorough investigation. Testing of water samples taken from several sites revealed the presence of human remains and Solanum.

Concerns remain that a not-insignificant percentage of North Korea's near-25 million evacuated citizens were infected and remain trapped underground. More alarmingly, investigations have confirmed that most of the bunker complexes, exacerbated by poor construction, lack of maintenance, overgrowth, exposure to the elements and flooding, are likely to collapse or breach within a decade or so, potentially loosing millions of Zekes across the region.

Wouldn't these teams try using drones or some ugv before sending live bodies in there?

Whilst potentially the ROK might have that sort of handy tech on-hand courtesy of their allies in NATO, I would think that the Chinese and the Russians might not necessarily be able to throw that sort of kit around willy nilly given their own internal issues and limited resources - the threat of a few million+ North Korean zombies wandering into their borders is the driving force for them even bothering to begin with. That said, even with drones it'd be difficult to navigate in the tunnels and the signal might not reach more than a few metres below ground.
