I totaly agree with Ogrebear on this point, it would be very difficult for a NATO helicopter flying off London to reach Northern France as US, French and Belgium air force and Navy will be massively present in this region.
 
Keep in mind that since the OP is sticking to canon, canon was created by Hollywood writers who were far more interested in telling their story than in learning what the military would do in a real-life scenario, and incorporating that into the storyline.

So if the military needs to be less competent than a bunch of stoned-out Carl's Jr. burger-flippers drafted off the street so the zombie virus can break through and set up the sequel, well, that's what they're gonna write.

Yeah, we know- real world Hollywood production ignores logic... but half the fun of AH is pointing out the mistakes and how they could have gone in a more logical route. For example, having an outbreak in Europe during the early stages, or one break out cos researchers fuck up while handling infected blood.

Limiting the outbreak to the UK limits the story and to those who are so concerned about realism limiting the outbreak to the UK ends the virus and thus the story much sooner than later. Why do that if you like the story ?

I don't like how 28 Weeks Later did it. I have outlined multiple methods a European or American Outbreak could have happened more logically.

Also keeping the Virus contained in the UK is not the end of the story. There is still a lot to do, stories to tell even if Rage does not get out of the UK. Do you think the country just goes back to normal a month after a disaster like this? The UK is a very complex place- proper, verified clearance of the millions of miles of street, tunnel, cellar, sewer, Underground in London alone is the work of years. Removing the UK from the global economy; creating a huge refugee crisis; dealing with mass PTSD; clearing bodies; restoring power; etc etc etc - there a lots of stories to tell in all of that.

A disaster does not have to be global megadeath action ride to still be a horror.
 
My guess is that a six year period from 2002 to 2008 caused butterflies with the U.S. politics system so instead of Obama winning the primaries, Hillary Clinton won it. This implies ITTL that George W. Bush probably got reelected to a greater margin in 2004 as Iraq is butterflied away.

That's pretty much what I was going for. With the chaos of the Rage Virus, Bush easily plays the "steady hand" card in 2004, but GOP fatigue and the NSA Leak would ensure a Democratic win in 2008. Hillary would be seen as the most experienced candidate. The Rage pandemic ravaging Europe makes the rest of the world an unfriendly place, so that's why the ICJ is willing to entertain death penalties and why President Clinton turned Andy Harris over to the vengeful survivors who want someone to blame.

France, Ireland, Spain and Belgium would take in the majority of British refugee's, though smaller numbers would also settle further afield. Over 10,000 would settle in the United States for example and a further 14,000 in Australia. The Royal Australian Air Force would use its own aircraft to help in the evacuations.

By the time Great Britain was officially quarantined on 19 May, over 1 million British citizens had successfully fled the doomed island for safer shores.
Probably a fraction of that would be other Europeans. Not sure if the U.S. would be willing to accept refugees in this scenario.

Six months into the War on Terror, the world's attention would be focused with events on the United Kingdom when the Rage Virus epidemic began on May 4, 2002. Bush would support his British counterpart, Prime Minister Tony Blair on events. While there were no active U.S. boots in the ground (not counting USAF personnel in RAF bases), the U.S. and their European allies in NATO would assist Britain in the evacuation of American citizens in the UK as well as British refugees trying to relocate to mainland Europe. However has this took a toll, Britain was declared a dead zone with the Infected expected to die-off in a month's time or so. Bush would face controversy during this time. First of all there was no evacuation for the American Ambassador, William S. Farish III and some of the embassy staff as they remained in London. The Bush State Department would take the blame for this. Ambassador Farish and the remaining staff was found dead in the embassy after the U.S.-led NATO campaign to reclaim Britain after 28 weeks. Their death was ruled out a suicide after several empty bottles of pills. Though there was no sign of forced entry into the second floor of the diplomatic compound, suicide was like an option instead of starvation. Secondly, the Bush administration had to answer for the Second London Outbreak or the Isle of Dogs massacre which led to thousands of civilian dead and hundreds of American personnel, leading to the sacking and arrest of General Stone. At this point, the NATO was reactivated in Barcelona, Spain as the Iberian peninsula was untouched by the outbreak. Part of this reborn NATO's objective was to reconstruct port towns in Europe as a staging port for aid and relief to arrive to surviving communities. The French and German government would ultimately be reestablished in 2010. One of their first action was demanding the Clinton Administration to handover Andrew Harris to the International Court of Criminal Justice, something she would comply. This move proved controversial though as Andy Harris was still a minor even if he was technically responsible for starting the European Outbreak. During the 15th anniversary of the Rage Virus epidemic, Carson was present in the ceremony held in Richmond, England (the temporary capital of the United Kingdom as London was still being cleared over-and-over again). Gun ownership laws would be more lax, as it was under Bush, since Americans feel safer being armed as the possibility of a Rage Virus epidemic might emerge again. No one could be so sure. Carson would seek reelection for the 2020 election. Only time would tell the outcome of the elections and how the victor will lead the United States in the post-Rage Epidemic world.

In Asia, entire economies had collapsed, and both China and Japan were struggling to keep their currencies from entirely going into free fall. Things would eventually stabilse on the economic front two years or so after the infection had been unable to spread out of Europe.
I also wonder how South Korea fares in this universe
