Nope. Sea forts are difficult to maintain and are subject to weather. Resupply is also difficult.
If the Principality of Sealand in OTL is a rusty tourist attraction, it is probably even rusty and forgotten in the Doomsday timeline. Only the locals or those who heard of Sealand would even be interested to visit it as priorities changed. In OTL, even some of my friends and family members never even heard of Sealand.
