Yes, the St. Lawrence Free Trade Agreement. The Document outlines that Acadia, Quebec, and Canada can't claim any of the River or Gulf of St. Lawrence. Also, just recently, Quebec has made a trade agreement with Canada, saying that Canada can use Quebec's ports as long as Quebec gets a cut of the profit. Publically owned Canadian Companies are taxed 15%, and Privately owned Canadian Companies are taxed 25%. Of course, Quebecois ships and goods have priority over the Canadian ones. In return, Canada has entered into a 100% Free Trade with Quebec, allowing Quebec to get it's needed goods for cheaper.

They still do have a monarch- though, the monarch has no power and can't receive any special treatment from the government (even though they are recognized as the monarch). They're still rich, however, just not as rich as they would be.
