Let's just say it's related to a failed American revolution and the development of a "cultural fascism" of sorts.
Unless the Spanish in south America were hellofa lot better at assimilation than OTL, there should also be large minorities in Peru and Bolivia: over 40% of Bolivians OTL speak a native language (admittedly, only 10% of the population speak _only_ Amerindian languages: the majority of indigenes are Spanish-native American bilingual).
Paraguay, BTW, has Guarani as an official language as well as Spanish, but the odd OTL history of Paraguay seems more easily butterflied than the dense native populations and European-unfriendly environment of the Altiplano.
