Not if you are passing it off as a rosbif plot....Well, the writing on the map (not counting the annotations) is in English. If it was done by a pro-Revolutionary, wouldn't the writing be in French?

Japan is a Britannian (basically Monarchist American) colony. Literally half the show is about their struggle for independence.
