India economy growth in 1960 never going to hamper and India will not close its market for American good and businessman and will easily import technology to produce indigenous weapons, not waste a large amount of money to buy Soviet arms, which primary left to develop heavy industry in-country, in next 7 years India will complete for l modernization of its army after defeat of 1962 from China when it feal need of modern weapon against its world war era arsenal, A India which does not closely associate with Soviet as it after1965 war in OTL, will gain support from western countries .
 
Given Pakistan's larger population, issues with Bengalis, different geography, and the Afghan civil war and refugees would that necessarily be the case?

I would believe so, as Pakistan didn't have a Korean-War analogue in its history and India isn't like North Korea.
