That can work, but I think you'll need a lot more than LSD to properly showcase Pelley's insanity.

I could see Scarlett Johansson, Brie Larson, and Jennifer Lawrence playing female CSA soldiers, since they each have experience playing as badass female characters and there's bound to be a bunch of female soldiers in the CSA's army.
For Eva Green, I think she could play Huey's wife, Rose Long, since she looks pretty similar to her.
For Evangeline Lilly and Natalie Portman, they could play as two female pilots for the Feds if Congress decides to weaponize the WASPs, which they likely would if MacArthur is in charge. To them, it doesn't matter who's calling the shots in the White House, they only care about protecting the country they grew up in, and they're willing to do whatever it takes to ensure the future of the American Dream.
For Tessa Thompson, I think she could play as an African American woman who is forced to flee her home in South Carolina as a result of Minutemen harassment towards black communities in the early days of the AUS. Her intended destination is the CSA, with the SPA's consistent rhetoric of racial equality being an alluring aspect. However, the atrocities she witnesses being committed by the Unionists, Syndicalists, and Federalists has made her wonder if these different visions for America are truly worth living in.
For Emily Blunt, she could play a woman who lives in California with her husband and two kids, who has now witnessed her home state defy the government in Washington and become its own country. Her husband has already been drafted into the PSA's army, leaving her to raise her two sons alone as she watches the country she used to know tear itself apart.
For Jessica Chastain, I would have her play as a Southern woman who's family has greatly benefited from Long's economic programs, and her family has pledged it's loyalty to the new Union State has a way of repaying him. However, when she hears of Long accepting the aid of thugs like the Silver Legion and from industrialists like Henry Ford, both of whom Long has expressed severe distaste for in the past, she questions if the Kingfish was truly the man she thought he was.
I'm thinking Hailee Steinfeld could possibly play as a factory worker who has joined with the Combined Syndicates because the people there are the first ones to treat her as an equal after enduring years of grueling factory work under terrible living conditions and low wages. However, the deep societal changes that come about as a result of Reed's rebellion leaves her with a feeling of great unease, especially with the rising popularity of figures such as Earl Browder and William Z. Foster, who espouse the ideology of Totalism as a way of laying the foundation for their own versions of a "New Socialist America".
Angelina Jolie could play as a woman who lives in Kansas along with her family. Her family of farmers has been devastated by the Dust Bowl, which has caused her husband to become enamored with Huey Long, who has made an image of being "for the poor man". When MacArthur marched on Washington, her husband left, taking their sons with him on a trip to Oklahoma to enlist in the Unionist Army, leaving her with a destitute farm and her only daughter. With the Midwest erupting into chaos as countless resistance groups rise up in defiance of the American Caesar, her main goal is to protect her last remaining child as the country tears itself apart.
Finally, I believe Megan Fox could play as a young woman in New York who has witnessed her state being occupied by the Canadian army and becoming part of a puppet government. During this time, she witnesses many refugees arriving from the CSA border, telling tales of brutal fighting and endless destruction. She may not like the current government right now, but she'll take it over the chaos she's been hearing about from all these people fleeing for their lives.

Love your ideas. But maybe just a slight alteration with Hailee Steinfeld.
She could be a working class girl named Emily Rothschild, but also in a secret romantic relationship with another girl named April (insert appropriate actress here). She and April leave for the CSA to begin a new life together (what is the CSA's stance on same-sex couples anyway?), but Emily becomes worried when April gets caught up in the Totalist ideology.

I was thinking maybe we could have John Cena play a no nonsense Federalist officer who wants to put the nation to order after the depression, drawing him in to the Macarthur plot. After the war begins his boys have to beat a hasty organized withdrawal across the corridor into the Loyalist midwest
Chris Pratt I thought maybe could play some Frontline seargent, either from the US or AUS. His main focus is keeping the unit alive. Also could use faith for him here (something he's got in real life, which could make a good story)

Canonically the democratic post-war CSA has no laws against homosexuality. Probably a combination of an oversight and LGBT people high up in the revolutionary government.
That sounds great. This could even have an ounce of tragedy put into it if Browder or Foster take power. I could see April possibly denouncing Emily because of her loyalty to Foster/Browder, which leads to Emily being imprisoned and tortured by the CIA. By the end of it, Emily is mentally broken, forced to confess to the false charges placed against her, accuse her friends of similar charges, and the story ends with her being taken to a secluded area and shot.
Having Browder/Foster take power and turn the CSA into a Stalinist-esque hellhole is pretty depressing in general.Sounds a little depressing.
I'm thinking their story would be much happier, since I imagine April would become disillusioned with Totalism after seeing how good things are in the Commonwealth/Republic of America. They could adopt a few kids who were orphaned because of the Civil War, and they both live very happy lives together.

Melville "Mel" Gates (actor isn't really that important to me, though massive kudos if you can figure out who this guy is): adjudicate and close friend to General MacArthur through the war witnessing his rise to power and his descent from a patriot willing to do whatever it takes to save his country to the paranoid power-mad American Caesar. He eventually is brought into a clique led by Eisenhower that leads to the arrest, court martial, and execution of MacArthur by firing squad. Alternatively during the coup, the plan runs into hiccups and MacArthur is about to order artillery to fire on the city of Denver to quell the Eisenhowerite forces and Gates ends up assassinating him and ordering a ceasefire.
