edit: also in case it helps; theres no baltic states, georgia, armenia or moldova in this; but transnistria and abkhazia both are. judging by what also happened irl chechnya and tatarstan would probably be member states too

probably then you would want to avoid anything recalling either Russia's triband or the SU flag. since red, green, blue and yellow are common amongst the successor states OTL, what about one of these:

Those are some really cool design! If possible could you put 12 stars for the member states on one of the two of your choosing (any pattern you want!), and if you can maybe a roundel? I really love how these turned out!

putting stars to represent the number of member states feels a bit to much like a US thing to do considering the people being represented. Maybe instead we could put the logo of OTL's Commonwealth of Independent States (see below) but modified to have 12 poles instead of 9.

where is this map from? when is it depicting? are there maps like this for other parts of france/ europe. Are these pays or comte? whats the difference between the two? halp

It's the Duchy of Normandy c1200 from this site: earlyblason.com
It shows the main feudal make up (the domains) of Normandy - counties (conté/comté) and senior lordships (signories/seigneuries).
There are similar maps for France and England and parts of the bordering countries.
 
I’m looking for ideas for the flag of a Communist/socialist Romani Gypsy Traveller party. I’m thinking hammer and horseshoe, something with the Roma wheel or even with a gypsy wagon?

Small thing first, you might want to avoid "gipsy" in an ethnic context as many roma seem to find the term offensive due to current and historical connotations associated with it. Not saying you're trying to be, just FYI.

Onto the flag:

1- Communist and socialist parties in many countries tend to use fairly different symbols so you might want to specify (red rose for european socialists, red/yellow star and crossed implements for communists)
2- would the party be meant to be global or representing the roma in a more restricted region ?
3- is the party intended to contest elections or is more a revolutionary movement ?
4- what is the time period ?

if the party is global and communist, you could have something like this which reuse the elements of the traditional Romani flag with the addition of a large red field and red star.

Point taken, I am an English Romany gypsy myself and we happily use that term but I can see some don’t like it.

I’m thinking Roma communities in Europe nominally united in socialist partisan militias to defend against Nazi fascist aggression.
I do like your flag a lot though.

if we're talking the 1930s-1940s, the 3 downward pointing arrows were first used by center-left militias in germany who opposed the monarchists, fascists and (bolchevik) communists. from there, its use spread to france where it was used by the socialist party and later was used by others (such as recently antifa). you could then combine the 3 arrows with the chakra wheel on a red flag common to most european left-wing parties at the time.

Although I tend to dislike them on flag, having the initial of the party under or above the emblem (or even instead) would also be quite accurate for the time period.

I was wondering, can somebody make me two flags?

One for a state of Hanover and one for a more polish themed Missouri.
