Presumably that is why the Union is unfairly weighted towards the US, which has more representation than the rest of the state combined.

Population wise (grabbing numbers from Wikipedia as more convenient than populstat...)

United Kingdom+Canada+Australia+New Zealand+South Africa+Ireland = 80,468,900 in 1939.
United States = 131,028,000 in 1939.

That's 61.4% of the population vs the US, but with 74.1% of the representation.

The UK and the other nations are overrepresented in terms of population balance. In order to make the ratios equivalent on population, the UK side of things would need another 16,588,878 people, roughly, as of 1939. So if you start tossing in colonies (the West Indies, the Pacific Colonies, etc0 you get closer, but the ratio still is hard to pan out unless you start including some more African colonies.

EDIT: Slightly changed the left proposal (because the reference map seems to include the Saxon areas west of the Neisse in North Germany, and put the two big maps inside a spoiler.

Wrong, the first one was published in Time Magazine, the second one was published in LIFE magazine.

How many fuckin' national languages is this; French, Spanish, Welsh, Afrikaans, Mapudungun, German, Croatian, Swedish, Norwegian? Imagine a school curriculum in this country!

It includes a pretty detailed description of Germany's aims:

Courland and Lithunia will be annexed from Russia. As regards Poland, it is possible that we should negotiate with Russia. “In the Balkans, Bulgaria must obtain the whole of the Dobruja and Serbian Montenegro, and parts of Serbia around Nish, so that she would gain access to Hungary. From the remainder of Serbia and Montenegro one State would be formed, possibly under the rule of Prince Mirko (the King of Montenegro’s second son—who went over to the enemy).

The Wikipedia page on Bulgaria during WWI has two maps showing this. Well, one of them focusing on Serbia. Which is cut in such a way that, if need me, Kosovo and Sanjak could be rather easily sliced off and given to neighbors.
 
Don't think this has been done before, but in the lead up to the Suez War, Ben-Gurion had what he described as a "fantastic" plan to reorganize the Middle East. This would see Jordan partitioned between a British-dominated Iraq and Israel (Israel acquiring the West Bank, Iraq taking the rest which is now modern Jordan), Israel annexing southern Lebanon up to the Litani to leave the Maronites as a larger plurality or outright majority in Lebanon (so it could become a Christian Arab state aligned to France), the Suez Canal internationalized and Israel annexing everything east of a line running from El Arish to Abu Ageila to Nakhl (Nekhel fortress) to Sharm el-Sheikh (presumably it would run along the Wadi El Arish from El Arish to Nakhl and thence a straight line to Sharm el-Sheikh). While it sounded like Egypt was to be divested of the entire Sinai peninsula, it wasn't clear if this was part of his plan (perhaps to have everything between the Canal and the new Israeli border placed under international control as part of the Canal Zone):
