Here my suggestions for the Southern Italy:

Giulio Andreotti, the biggest, longest, and probably powerful, politician we italian ever had(Connected with Mafias, terrorist organizzations and other crimes, never loose his humor).
(N.B I despite hem, but was a true politic nothingless)
Able to play with Americans and societs, between fascistes and Communistes.

Junio Valerio Borghese, the man who could be the italian Pinochet.
He tried a coup d'etat in 1070 OTL Italy, but for reason unknown he retired the order and then fleed in fascist Spain. ITTL he could be your man.
(He died, probably killed, in 1974)

Mussolini, Balbo and De Gasperi were Northerners through and through. Heck, de Gasperi was technically Austrian-born!

Oh. I must change De Gasperi then, but Mussolini and Balbo could well have fled from the communist revolution in the north.

Who would you suggest as an equally democratic, but stability-providing southerner?
