Dorian Baxter is only the party president of the Progressive Canadians. Sinclair Stevens (yes that Sinclair Stevens) was leader at the time of the election but he chose to not contest a seat so I've put Baxter in place as leader instead.

The M31 Modular Infantry Rifle, commonly referred to as simply the M31 or the MIR, is a modular rifle system developed in the 2120s by Colt’s Manufacturing Company in its Martian facilities. It and its variants are the standard service rifles of several national militaries, including America, Mexico, and Brazil, and is also one of the most common service rifles used by Alliance forces and colonial militias. It also is widely used by law enforcement agencies and as a civilian rifle in certain variants. It is manufactured under license by most major arms companies.
The M31’s modular system provides a wide variety of configurations, making it one of the most versatile rifle platforms ever developed. In its most common military configuration, the M31 MIR fires a 6.8x43 high-explosive incendiary/armor piercing (HEIAP) round at extreme velocities for terrestrial engagements. For engagements aboard space vehicles and stations, it is capable of firing polymer rounds designed to shatter or flatten upon impact. It is capable of firing in semi-automatic or fully-automatic modes. It most commonly utilizes a thirty-round magazine for both ammunition types.
The M31 also comes standard with a sophisticated internal computer housed in the stock. This computer manages several key tasks for the modern infantryman, chief among them recoil compensation and smart-targeting (though most militaries require infantrymen to qualify without utilizing the latter). It is also capable of linking with the integrated computers common to most modern combat armors, allowing helmet cameras to simulate a mid-power rifle combat optic. The rifle’s onboard computer also keeps track of rounds in the magazine and can identify malfunctions and weapons components in need of more than routine maintenance. In case of failure of the standard reflex sight or the HUD link, the M31 also comes with built-in flip-up iron sights.
The M31 has seen extensive use as a primary service rifle of the Alliance military and the primary service rifle of three of the biggest Adelaide-signatory militaries. It has seen use in a laundry list of minor colonial conflicts, primarily in the Easter Orion. It also saw extensive use in the War on Piracy, and is used in ongoing piracy suppression efforts. Most recently, in the arms of Alliance and Adelaide troops, it has seen service on Ashoka, Garnet, and São Pedro. In its law-enforcement and civilian variants, the M31 can be found on every planet in the Alliance.

In this timeline the Self-Strengthening Movement doesn't throw itself under the bus by alienating potential support in the government with OTL's scandal involving secret plans to federate the country with Japan. The OTL teacher of Tan Sitong, who in this timeline pursues a political career and is the primary leader of the movement rather than Kang Youwei, becomes the first Chancellor of the new government. The Emperor, firmly on the reformers' side, successfully sidelines the Empress Dowager Cixi and with the support of elements of the army is able to secure his independent reign and finally end the regency and begin the reforms in earnest. He reestablished the ancient Chancellery as a head of the advisory and introduced significant democratic and constitutional reforms in the government, opening the Grand Council to all ethnicities, introducing elections independent of the emperor and standardizing the system of public appointments with the abolition of the civil service examinations and the establishment of Beijing University.

For decades, the Frontier and Hinterworlds accepted the continued colonization, economic exploitation, and gunboat diplomacy of the Core and Periphery, often encouraging it for the wealth it brought to them, but the stagnant subsistence economies of the Hinterworlds were continually indebted to the richer great powers, importing products from construction equipment to weather satellites to fabric softener. But with '97, the accepted understandings were broken; the cause of the disaster- the crash of a United States warship- and the lackluster response to it from core worlds, led to the rise of new movements in the Hinterworlds, including, famously, Colonel Flint Danger's speech before the Cantwallan Witenagamot.
The most widespread and popular of the post-Impact ideologies is forest liberalism. As with most modern ideologies, it is the child of many fathers- American federalism, British splendid isolationism, Lamplighter politics, Greens, import-replacement theory. At its core is a combination of self-sufficiency and carefully balanced trade. The average forest liberal doesn't want much- a horse, a dog, a rifle, a family, and the ability to live off the produce and trade of their labors, be it on the land, as a hired laborer, or in the cities, and to be a respectable citizen- to pay taxes on what she owns and earns appropriate to productivity, to have a say in his local assembly, to read her local newspaper, to pray to whichever gods he feels are best suited to his particular problems- in short, only to freely possess life, liberty, property, and the chase of happiness. Rather than relying on outside products, the forest liberal ideal is to choose one's luxuries- to buy and trade with people and businesses on the same planet, to build local economic networks, to develop trade and create products for themselves and innovate.
While many of the counties on Frontier and Hinterworlds remain economically and culturally linked to the Core and Periphery for much of their trade (to say nothing of the worlds colonized or conquered by Core powers like the CAP or Machiequa), growing associations of Hinterworld counties dedicated to improving their internal economies and separating themselves from the Core politically are a major new force in interstellar politics, and unions of such worlds can wield considerably more power than they can alone.
The events on Hawthorn involved the deaths of millions on one of the largest of the Hinterworlds, and virtually destroyed multiple counties. The changes wrought by it, including the Hawthorn Realignment and the Vinegar Incident resulted in a sea change in policy by both hinterworlds and great powers, with an impact that resonates to this day.
