an alternate system of sub-federal government for the US would look like. OTL states exist for statistical reasons, and are paired together* for the purpose of creating regions. Districts designed to loosely be around 3 million each are created, and they double as PR districts for the House of Representatives. why 3 million? because that's (roughly) the national populated divided by 100.
*=the one exception being California, because it's so big
Question: how might this be made plausible? Revolution in the 30s?
 
This map shows off the various political positions of state governments in 2018. While some states are ruled by one party with a simple majority most governments are coalitions which include many different parties, and in these cases a weighted average of the various parties are taken into account.

For this political compass the two axes which are used are a social axis for conservatives, moderates, and liberal, and an economic axis for left wingers, centrists, and right wingers. The far left and far right are also their own separate categories, for socialists, communists, and anarchists on the one hand and fascists, white supremacists, and theocratic fanatics on the other hand.

McCain has a Pro-Choice/more moderate running mate so the hard line conservatives of the GOP run a third party campaign to the right of McCain and the National GOP ticket, splitting the vote in several states

More liberals than I thought there would be :p

Bingo. I was specifically thinking of Joe Lieberman. But any pro choice moderate works. Also, the Constitution ticket is the same as OTL, most anti McCain conservatives simply stayed home.
