The End of the War and America’s Humiliation
Although the Japanese had taken the West Coast, the United States remained stubborn and vowed to not surrender to Japan. But that all changed when a new Japanese ultra-long-range heavy bomber (the Nakajima G10N) dropped a new devasting bomb on New York City...that bomb was the atomic bomb. The bomb was in fact being worked on by the Americans themselves, but the work was immediately halted as Japanese forces got dangerously close to the research and testing sites out west - the orders to dismantle the atomic bomb project were given and carried out.

U.S. President Franklin Delano Roosevelt signs the Japan-America Peace Treaty aka the Treaty of San Francisco on 4 August 1946 after the nuking of New York City, ending the Japan-America War aka the Pacific War.
The treaty was harsh; it forced the United States to become nothing more than a vassal to the victorious Empire of Japan while also signing away
all U.S. territory west of the Rock Mountains to Tokyo which became the Imperial East Pacific Territories (later reorganised into the Japanese protectorate of the Kingdom of Hawaii and the Pacific States of America or PSA, a glorified puppet state taking direct orders from Tokyo).
To add further insult to injury, America was forbidden to have submarines, it’s air force (the US Army Air Corps) was to be greatly reduced in size & overall effectiveness, and it was to significantly reduce its naval capabilities and the size of its army. The country’s manufacturing capabilities were to be monitored by agents of the Kempeitai and the Japanese conglomerates or Zaibatsu were allowed free reign in the U.S. The Kempeitai were also allowed to report any and all suspicious activities inside American manufacturers to Tokyo without notifying the American government.

MacArthur would be America’s representative to Japan and was the one to personal deliver the United States’s signed copy of the San Francisco Peace Treaty to Hirohito himself (who then promptly signed the treaty).

The 1956 Portland Uprising

They are protesting the PSA government’s (really the Japanese Government’s) continued nipponisation of Oregon, the continued arrival of Japanese settlers, and the replacement of the written English language with kanji in the state’s colleges (it is to be noted that nipponisation has already gone into full swing in other PSA states).
Imperial Japanese Riot Control personnel engaging protesters after one riot control member was killed by a brick thrown by a protester. Several people would get injured or be killed in the clashes which would caused more chaos as the protest blew up into a citywide riot.
With the city in chaos, the Imperial Army and Kempeitai would be called in to crush the citywide riot (now deemed as an official uprising by the authorities). The Kempeitai would bring with them a group of the newly created Oni Samurai, a 3.7 meter (12 foot) bioengineered terror, to help in suppressing the dissent. The Japanese would call the event in Portland the “1956 Portland Uprising” while the Portlanders would call it the “Day of Blood”.

* = Unit 753 is the successor to Units 731 and 516 - it absorbed both of them in 1947 and deals not only in biochemical warfare but also the bioengineering of yokai or monsters/spirits/demons (mainly through human experimentation).
