Looks like a map from the 80s or 90s.
Beyond that, I've no clue. It looks like a fairly typical county map during a neutral year between two competitive candidates.

Definitely Clinton's involved due to Arkansas being much more Democratic than its neighbours. The Republican's probably pretty moderate winning Vermont easily.

West Virginia and Vermont are the most Democratic states. Utah and Idaho are the most GOP.
But also there's basicly no timeline or candidates I can imagine where you get a blue San Francisco and a red NYC .... ???
Which map are you referring to, the one that has all of Appalachia going blue?
It is, actually, I don't know what year it's set in though, but I assume '88 or '92.
