He was term-limited by the 22nd Amendment, the first President to be done so. Reagan and Haig swept the floor of the Republican Convention, while Richard Simmons and Mario Cuomo took over the Democrats in a highly contested primary. Reagan had the power of spread, and not concentration, and carried 1968 easily.

An attempt at creating proportional representation in an 18th-century-like pre-industrial society with many small islands. One delegate is nominated by each of the three or four largest parties in a constituency (black lines), but his or her vote is weighted based on population and vote share to produce a "seat count". There are 557 seats, and they can be given out in fractions of as little as 1/10th if a party would otherwise go unrepresented. However, most elections rarely go beyond half seats (the goal is national proportional representation; very small island districts may only collectively get 1 seat for their three delegates).
