Well, the system is fairer to the medium-sized national parties, and ideally would reduce the malapportionment of the Spanish electoral system. But it doesn't make it harder, PP+C's OTL had 170 seats (6 short of a majority) out of 350, whereas here they have 191 (10 short of a majority) out of 400. In this case however, the government needed the PSOE support without a doubt, even hypithetically adding the PNV and the CC to the pro-government majority for the investiture would not be enough.
As the system is somewhat more proportional, it was to be expected. EDIT: Also, the OTL Spanish electoral system has an in-built advantage for the right-wing, as it overrepresents conservative, more rural provinces. As this system does away with that, it's bound to hurt the PP. The more rural regions (both Castillas, La Rioja, Aragon) lose 20 seats, whereas Madrid gains 13 and Catalonia 7. And that's despite the fact that in terms of actual constituencies (so no abroad constituency nor compensatory seats), there are 4 more seats in play.
I'm amazed that the constituency of Madrid II (Madrid city North) is so right-wing that the second party (after the PP) was Ciudadanos. But it's formed by all the affluent, posh districts of Madrid.

The rich part of the capital always throws up some exceedingly unusual results - the Social Democrats came in fifth place in Danderyd last time, behind all four Alliance parties.

Britain may be the exception here, as the super-rich bit of London has tended to remain pretty loyal to the Conservatives in a boring manner, with Labour in second (and doing fairly well when Blair was leader) and without flirting with the Lib Dems like the wealthy-but-not-quite-as-super-rich south-east of London.
Well, northern Madrid has eveything from middle class to the upper class. But the super-rich (multimillionaires, football stars, etc.) live not in Madrid, but usually in La Moraleja, a district of Alcobendas. Sadly, I can't find data for La Moraleja, only for Alcobendas as a group. It's pretty right-wing: PP 40.7%, PSOE 19.36%, C's 18.98%, P's 17.99%
EDIT: Now I that I think about it, in Madrid, the poshest district is Salamanca, with Madrid's most expensive retail street, Serrano. PP. 56.91%,C's 17.59%, PSOE 11.51%, P's 11.41%
Apparently, the area where all the Spanish nobility lives is Somosaguas, next to Madrid, in Pozuelo de Alarcón. But it's also home to the UCM's faculty of Political Sciences. Picture that faculty as what any conservative would think a university is like: Perennial protests and occasional riots (like students getting naked in the faculty's chapel to protest its existence), and the walls filled with posters and grafitti praising from Proudhon to Mao.

Namely, it's a parallel voting system-ish, where (say 900 seats) are elected by:
-10 seats are given to each autonomous community/city, elected by Hare quota PP
-50 seats are automatically given to the largest party
-the remainder is elected by FPTP apportioned to each province by population.

Wait, so basically... 170 PR seats, then 50 to the largest party and then... 680 FPTP seats? I'm not sure that's doable at all. The Spanish Ministry of the Interior does not keep data for below the municiapality level except for the largest of cities (like Madrid, BCN, Valencia, etc.) and Spain has over 6,000 municipalities that would have to be brought together to form a lot of small constituencies. So I'm afraid I can't.
I thought thought of making a regular FPTP map with 350 seats and it's simply too damn complicated and time-consuming, so I can't bother either.

Sequoyah is one of the more unique states of the Union, being the complete opposite of some Southern states, seeing as the Native Americans and African-Americans are privileged races which oppress whites.
Despite having been forced along the Trail of Tears the five "Civilized Tribes" made out decently well for themselves, bringing slaves along with them and making a decent living off cotton sales. While the abolition of slavery in the 1850s hurt their livelihoods the natives managed to keep their new lands undisturbed, especially after the split of the Indian territory into the Sequoyah territory and the state of Indiana. It wasn't until the 1890s, when free land had been completely used up elsewhere that illegal settlers began to encroach into Sequoyah, mostly in the dispute Greer district which had some of the most fertile land. However, in the Great Sellout of 1895 the five Civilized Tribes opened up settlement in the district in return for the eviction of all non-Civilized natives from the territories of the five great tribes. Thus tribes such as the Pawnee, and Osage were forced into the Greer district alongside thousands of white settlers, resulting in their impoverishment.
However it wasn't until the oil boom 1907 that Sequoyah truly began its modern history. With the tribes now possessing millions of barrels of oil for their taking the Five Civilized Tribes became known as the Indian Kings, setting up the highly profitable Cherokee Corporation that monopolized all oil fields within the boundaries of the territory. To serve as a refinery and transportation hub for the company, the town of Tulsa was settled, employing black workers from the North as "white devils" were still banned from most of the territory. Due to the surging population caused by the surging oil industry Sequoyah was finally admitted into the Union in 1912. During the Roaring Twenties the black population of Tulsa soon shared in the riches of the Cherokee Corporation as well, with its most influential suburb becoming known as Black Wall Street.
Thus even during the reign of the National Union party Sequoyah would remain one of the few Republican strongholds though its growing population of white tenant farmers would vote almost exclusively Unionist. Finally with the disestablishment of the National Union and the Conservative Revolution of 1972 a new party was formed to represent the interests of the Indian Kings, the First People's Party. To ensure their dominance in the face of proportional representation an upper chamber in the form of the "Council of Elders," where all native Americans in the state could vote for elders to "better represent the needs of the native populace. However when the Civil Rights Act was reinstated the Supreme Court ruled the Council of Elders unconstitutional in its exclusion of non-natives, resulting in an unique upper house based purely off race.
Once the oil glut of the 80s stuck Sequoyah and the Five Civilized Tribes lost control of the state they also lost control of their party to the Navajo, Sioux, and so called "Indians of All-Tribes". When the Sequoyah chiefs attempted to take back control of the First People's Party in the 1988, they were banished for their ties to the oil industry, derogatory attitude towards "non-Civilized" natives, and overly conservative social policy. Thus four of the Five Civilized Tribes split off from the First People's Party, forming the far-right Native American Party for Industry which has has held government with the help of the Republican party ever since. With the fracking business booming and oil production continuing on at full capacity the 2016 election resulted in a slight upswing for both the NAPI and the Republican parties, despite the condition of the GOP nationally.
One last notable oddity of the state is its lack of a single executive, instead of having a prime minister or governor the state instead has a six man executive council called the Council of Elders. While this council was originally exclusive to natives only the passage of the Civil Rights Act lead to the Supreme Court striking it down as unconstitutional, requiring that all racial groups be included. As such, the modern day council is composed of six Elders, three native, two white, and one black. Given that each of the community leaders for each racial category are firmly under the control of either the NAPI, Patriotic Socialist Party, or Republicans, respectively, the council has little use these days and remains as yet another job to give to party patrons.
Government:
Native American Party for Industry - A right-wing splinter of the First People's Party, they have ruled Sequoyah with an iron grip ever since their creation. Enacting some of the highest corporate tax rates in the country, the government has driven out all businesses which are unable to win the favor of NAPI subsidies. With the whole party being little more than the political arm of the Cherokee Corporation the state runs like a business, subcontracting out everything from hospitals to police stations to the lowest bidder to maximize profits for the government. These profits are then paid out to the native tribes, "as compensation for their centuries of oppression under the white devils," notably giving out 99.9% of the benefits to the Cherokee, Chickasaw, Creek, and Choctaw tribes at the expense of the smaller tribes. In addition the party also holds some of the most socially conservative positions in the country, making Sequoyah one of only two states to still enforce Prohibition besides Deseret. And despite abortion being legalized in the 1983 Doe v Bolton case the only abortion clinic which is allowed to operate in the state is run in Tulsa by a subsidiary of the Cherokee Corporation.
Black Republicans - The Black Republican Party of Sequoyah like the NAPI is yet another corrupt racially based political faction. Known for having explicit links to the Greenwood Group, an investment firm which operates as the partner in crime to the Cherokee Corporation, it is no wonder that the Republicans of Sequoyah follow the NAPI line without question. When the national Republican party went through an anti-corruption phase after the embarrassment that was Nixon the full extent of the Greenwood Group's corrupt ways were revealed and liberals from California to Massachusetts were outraged at the existence of such a corrupt party. Thus in 1977 the Eastern Establishment banished the Sequoyah Republicans from the national party, prompting them to reorganize themselves into the Black Republicans. While their stated political platform is practically the same as that of many western Republican branches, in reality they tow the NAPI line without question, in return for the continued enrichment of the Greenwood Group.
Opposition:
Patriotic Socialists - An unique creation of the state Sequoyah, the Patriotic Socialists are the largest Christian socialist party of the Union. With their base being the poor white workers who toil in slave like conditions, the PS has argued for the breakup of native reservations so that the land may be redistributed to the largely landless white population. Despite their large support among the white population the party has only held government once from 1982 to 1988 as part of the anti Big Oil coalition, which was plagued by internal conflicts and gridlock. The party has also been haunted by their links to the Communist Clan of Comrades, which drew national attention in the deadly Tulsa bombing of 1995 where over 100 black businessmen were killed at the Greenwood Group's headquarter. While the Patriotic Socialist leadership has repeatedly disavowed the CCC most other leftist groups from Labor to the United Left have denounced the Patriotic Socialists as "Klansmen in red robes."
Ecological Native Alliance - A left-wing splinter of the First's People Party, they are funded by the national Green Party and remain vehemently opposed to the development of any oil wells or pipelines on native lands. They also are native nationalists who advocate for nothing less than complete independence of native reservation from the United States, a statement which has brought them the disdain of the centrist First People's Party. Nevertheless, in Sequoyah they have a loyal following, mostly due to the polarizing nature of the NAPI. Their base of support in Sequoyah consists of the "non-Civilized" natives who remain cut out of the deal by the Cherokee Corporation, as well as the Seminole tribe, which hold the distinction of being not only the smallest "Civilized" tribe is also the most liberal.
Democrats - The Democratic party of Sequoyah, unlike the Democratic party of most Southern states, holds the support of only a minority of whites. Because of the destitute poverty and semi-feudal system perpetrated against the poor whites of the state most of the poor whites remain radicalized as socialists. Nevertheless, by portraying themselves as the only sane party in a godforsaken state they have managed to attract the support of some voters, especially during the late 90s.
Freedmen United - The Freedmen United is a single issue party formed by the descendants of former slaves of the native chiefs. The freedmen demand shares in the Cherokee Corporation on the basis that they share the same language, customs, and culture as the "Civilized" tribes. However the NAPI holds no pity towards the freedmen and even the Greenwood Group holds racist attitudes towards the freedmen "freeloaders."
