    I would think the USA won it, but maybe Britain won....

    The race was to build a railroad from coast to coast, right? Then the US won.

    Neither, really - without a proper definition of victory, how does one say who won when both had their individual victories like this?
    But the interior and the West Coast could be said to have won;).
