This map is based on the AH.com poll votes, not the the actual TL-191. As for Debs, I recall Turtledove giving Debs his home state and Dakota, and Wisconsin was the beating heart of American Socialism at the time, so I'm not sure why the Debs states are "strange".
While TL-191 might be different because of the Republican competition in the Plains, there were far more Socialist states than Wisconsin (or Indiana, or Ohio, etc) at the time. Let's look at the OTL 1912 election, where Eugene Debs' Socialist campaign did unusually well. Here are a couple of electoral maps I made for another thread, with Debs in yellow. In the first map Debs wins all the states he got at least 10% in OTL; in the second one he wins all the states he got at least 5% in OTL.
I always find it interesting that New York is not on either list.
