There's three of the greatest fiction criminal masterminds (running criminal empires) I propose to your vote:

*: That's the first three that come to my mind. I could have taken another version of Moriarty but I wanted a trio of modern criminals (well, there's the Jimmy of Sherlock, but the female version is very attractive).

I haven't seen the first two so I can't really judge, but I have to give Soze points for the sheer ballsiness of his performance in the cop's office. He's actually dropping clues that he's bullshitting, and yet he still gets away with it.
