    EUROPE
-Irish Nationalists continue to cause some trouble for the British authorities, but others are turning to political means. The moderate Irish Parliamentary Party is joined by d' Éirinn Amháin (For Ireland Only), a more hard line political group.
-The first edition of the Tour de France is held, attracting large numbers of spectators and prompting other major nations to consider holding annual cycle races.
-The assassination of Tsar Ferdinand of Bulgaria the day before a planned uprising against Ottoman rule by Bulgarians in eastern Macedonia sparks uproar throughout the country. The Ilinden-Preobrazhenie Uprising goes ahead anyway, but it is clear that it was somehow anticipated by the Turks, and is quickly put down.

    AMERICAS
-After several unconfirmed claims in the previous two years, Gustave Whitehead, a German-born American, makes the first controlled powered flight of a heavier than air craft in late May.
-A US-backed attempt by Panama to secede from Colombia is halted when government forces move in to suppress the independence movement. In response, the Americans shelve plans for a canal in the country, and turn to Nicaragua instead.

    AFRICA
-With the end of the Boer War, the British can consolidate and develop their holdings in southern Africa unhindered, although some guerrilla activity continues further to the west. Some suspicion rests on Germany for possible involvement, but nothing has been proven yet.
-Despite defeat in 1895-96, towards the end of the year the Italians make another attempt to invade and conquer Abyssinia. Reasonable advances are made as the Abyssinians fall back, but no major battles have yet been fought.

    ASIA/AUSTRALASIA
-Fierce fighting in Sakhalin results in the Japanese occupation of most of the island, but the Russians are able to keep the northern end supplied and fighting on.
-There is a split in the Indian National Congress between moderate and extreme factions. The latter group is a strong advocate of Indian-Hindu nationalism, and is not looked upon kindly by the British.

    AIM: Defeat the Celtiberians

    FORCES:
Celtiberia: 10000 heavy infantry (4000 are from south Contestani), 2000 spearmen, 1200 elite heavy infantry, 500 light cavalry (regular), 500 light cavalry (militia).

South: Several thousand from Bastetani and Orentani.

    Setabi: 1600 skirmishers.

Ceres: 2000 spearmen, 4000 mercenary infantry.

CAMPAIGN PLAN: The Bastetani and Orentani will launch a joint attack on southern Celtiberia, while the 1600 troops in Setabi will act as a reserve in case enemy reinforcements arrive in large numbers. The 2000 spearmen who were also in Setabi are to move to Ceres at the beginning of the campaign to guard it from possible attack from the Vascones.

The main army will retreat from Toletum to a position a few miles further up the Tajo, where it will regroup and await reinforcement by the 4000 ex-Carthaginian mercenaries. The mercenaries are to take the easier coastal route from Ceres until just north of Setabi before turning inland, to avoid the problems of crossing the Sistema Iberico. Once the army is united, it will then cross the Tajo and march on the city from the south east. The cavalry and some supporting infantry will move ahead to block reinforcements from the rest of the League, while the attack on Toletum itself will be led by the mercenary troops and the elite Contestani heavy infantry.

When the city has been taken, a line of wooden forts will be built across the Tajo valley to force attackers to cross the mountains if they want to retake Toledo. The protection of supply lines back to Contesta is to be prioritised, as trouble with suppliers has disrupted parts of the campaign already. If necessary, the goods of profiteering merchants in Contesta are to be seized by tax officials with the back up of the army, so they can be passed on to the forces in Celtiberia. The traders will be partially compensated at the end of the campaign, with a warning not to repeat their actions. This measure will only be taken against native Contestani suppliers, not on all foreign traders.

If Toletum is not captured, all Contestani forces are to retreat in the direction of Setabi, and if possible link up with the Bastetani and Orentani to consolidate territory gained in the south.

    AIM: Defeat 'Kingdom of Toletum'

FORCES: 2000 heavy infantry, 2000 spearmen, 800 elite heavy infantry, 1200 skirmishers, 650 cavalry, 500 militia cavalry.

CAMPAIGN PLAN: The troops will advance into Celtiberia by the shortest route from Setabi and join with Celtiberian forces east of Toletum. If the Celtiberians have less than 2000 troops the operation is to be cancelled, as the strength of Cleomenes' army is unknown.

Assuming there are enough troops, they will head for Toletum by a slightly southerly route, and send 400 of the skirmishers forwards to carry out a reconnaissance of the city and its defences. If no enemy forces are seen outside the city, then the main force is to move in quickly and seize Toletum itself, using the breaches in the walls from the last battle, or scaling ladders if they have been repaired. Obviously use will be made of local knowledge from Celtiberian soldiers to find the easiest ways into Toletum. The cavalry will guard the south flank while the city is under attack. Afterwards the countryside around the city is to be cleared of any guerrillas fighting for Cleomenes, and the forts to the west of Toletum will be reoccupied in case any of the western tribes intervene.

The 500 militia cavalry will not take part in the main campaign, but will patrol between Setabi and Toletum to protect supply lines. They are also to ensure that supplies are delivered correctly and not stolen by corrupt officers or smuggled to the Celtiberian troops.

I got this idea from a mistake in a thread title a few months ago by cryhavoc101 in which the Royal Navy attacked Toronto instead of Taranto. But what if this did happen? Keep reading to see how...

Chamberlain's slip of the tongue - the Anglo-Canadian War

It is shortly after 11 am on 3rd September, 1939. With no sign of Germany backing down over Poland, Neville Chamberlain is about to announce Britain's declaration of war.

''I am speaking to you from the Cabinet Room at 10, Downing Street. This morning the British Ambassador in Berlin Nevile Henderson handed the German Government a final note stating that unless we heard from them by 11 o'clock, that they were prepared at once to withdraw their troops from Poland, that a state of war would exist between us. I have to tell you now that no such undertaking has been received, and that consequently this country is at war with Canada. Oh yes, and Germany too. At war with Germany.''

Around the world, listeners were baffled, to say the least. Canada? As well as the Germans? The bizarre announcement met with the least favourable reaction in Canada itself. Prime Minister Mackenzie King had been non-committal about Canada's potential entry into the war on Britain's side in response to German aggression, but he had even less intention of joining the war against the UK.

''What the devil was that? Is Chamberlain insane?'' he exclaimed. Those around him could provide no answer. ''Get the British ambassador in here now. I doubt he'll be able to explain things but we may as well get peace negotiations started sooner rather than later.''

    **********

In Berlin the mood was much more jovial, as the Nazi leadership roared with laughter at the bumbling old fool who had declared war on one of his country's allies. Goebbels was already nattering away in the corner about how German news agencies would respond to it. Of course the British entry into the war would have to be taken seriously, but it looked as if the first round had already gone to Germany.

Event in Contesta (and covering quite a bit of Iberia)
The construction of a great road across Iberia has begun, to go from Kantabrea in the north to Carthago Nova in the south. Work is being carried out under the direction of Contesta, and Carthage is assisting with the southern part of the road. A glut of Orentani slaves after their defeat by Carthage means there is adequate labour to carry out the work, which will result in faster travel between the Mediterranean and the Bay of Biscay. The first stage is the building of the Ceres-Saldue (OTL Barcelona-Zaragoza) section.

The rebuilding of the Celtiberian capital will also be a major project, but so far not much work has been done, as planning continues. The village of Madrid is the most likely site for the new city, a few miles to the north east of Toletum.

    The Northern Powerhouse

    17th April 1912
It rains a lot in Belfast, and it was doing so today. Shoppers in the street hurried along, anxious to be home, but plenty of others had to keep working on where they were, as it would be some time before they could finish for the day. In the Harland and Wolff shipyards, activity continued as usual, although with workers stopping to chat for a minute whenever they found a sheltered spot.

''You hear the Titanic made it into New York this morning?''
''No, but that's good news. How fast was she?''
''Well she didn't set any records, but she was quick enough considering she had a close shave or two with icebergs.''
''Better to build them than sail in them, ain't it!''

The safe arrival of the largest ship in the world was a boost to the pride of the Belfast men, and to the city in general. They had done it, their ship was safe in port 3000 miles from her birthplace.

Industry in Belfast in 1912 was by no means confined to shipbuilding; the city was also home to firms such as James Mackie & Sons, Sirocco Engineering Works, Gallaher's and Chambers Motors. Belfast had a population of over 350,000, higher than that of Dublin, and was one of the most important ports in the British Isles. Londonderry, Lisburn and Portadown were among the other lesser industrial centres dotted around Ulster. Flying was also being pioneered by an Ulsterman, County Down's Harry Ferguson, who had made the first flight in Ireland on the last day of 1909, in an aircraft of his own design. Incidentally, just four days previously George V had signed a royal warrant consenting to the formation of the Royal Flying Corps.

Unfortunately when it came to military matters the outlook was not so good for Ulster, or indeed Ireland in general. Irish nationalism, after centuries of failure, was now an apparently unstoppable force. Although previous Home Rule Bills in 1886 and 1893 had failed, support for Home Rule was increasing, with a third Bill having just been proposed. Meanwhile hard line nationalism was also springing up in the form of Arthur Griffith's Sinn Fein (Ourslelves Alone), with an ultimate aim of full independence for Ireland. The response in Protestant areas was the formation of Loyalist militias to oppose any imposition of Home Rule, and the slogan of 'Home Rule is Rome Rule' was being heard with increasing frequency at Unionist rallies. Already there was talk of armed Nationalist groups being set up to counter those of the Unionists.

Aside from internal matters, tensions were building on the continent, particularly in the ever-troubled Balkans, where the 'sick man' of the Ottoman Empire appeared to be in its dying days. But the main flashpoint had come in the previous year in North Africa, when the Agadir Crisis had threatened to start a war between France and Germany, but with both the British and Spanish against them, the Germans had backed down. Perhaps if war did break out, it would provide Irish Nationalists with their chance to break away, although how the presumably hostile response of Irish Unionists would be dealt with was yet to be answered.

    Character Entry: Robert Jan Mitchell
    Image
    Age: 49 (D.O.B. is 2nd May 1967)
    Gender: Male
    Ethnicity: Anglo-Dutch
    Family Status: Married, no children
    Religion: Protestant
Education: Primary and secondary, did not attend university
Occupational Background: Retail and local government
Party (Leadership): National Union (vice chairman)
Fun Fact: Mitchell is a qualified pilot, his economic success having allowed him to buy several vintage aircraft. He is yet to purchase a B-25.
Bio: Robert Mitchell is the son of of an English speaking father and a Geschieden mother, the second of four children. His family was not wealthy, and his part-Dutch ancestry prevented him from receiving higher education, despite an aptitude for science at school. He left school at 16, starting work as a shop assistant in his home town of ???? in southern Gesden. With the fall of the old regime and the first free elections of 1988, opportunities opened up for the young Mitchell, and he started his own business. Bob's Books grew quickly, and by the early 2000s was the leading book retailer in New Gesden.
Despite having faced discrimination from the right-wing dictatorship for the first two decades of his life, as a keen businessman and conservative Christian, Mitchell was not a supporter of the leftist parties which sprang up from the late 1980s onwards. He instead was drawn to the National Union, with its more libertarian economic stance and traditional social values. He joined the party in 2001, successfully standing as a National Union candidate in the council elections of 200?. He moved on from this job in 200?, being elected as an MP for the constituency of ????. He was not initially particularly popular in the National Union, with some of its old regime nostalgics looking down on the 'half-Geschiede'. He overcame this opposition with his appeal to ordinary voters, many of whom warmed to his appeals for unity among conservative groups, regardless of their race or class. He became vice chairman of the National Union in August 2014.

What is going on in the Baltic?

As the Botnins preoccupy themselves with 'protecting' the Germans, greedy eyes are looking on from the east. The East Baltic Confederation and its allies have had their minor spats with the Botnins, but have not had the strength to challenge them directly. What they can do is threaten the Rynatoo, the allies or puppets of the Botnins, depending on your viewpoint.
The Rynatoo have been guilty of upsetting the Eastern Balts with their campaign against the Urgic tribes, and it is possible that they will take the chance of the turbulence in the Viksdun to have their revenge against 'that jumped-up Khitan-bred Muzong'. Their activity has not gone entirely unnoticed, and word has spread that the Balts appear to be preparing for war against the north; there can be little doubt as to where Baltic ambitions lie.

Less than a week earlier, on 11th April, Liberal Prime Minister Herbert Asquith had introduced the third Home Rule Bill, with the intention of finally solving the Irish problem. With the Liberals no longer having a majority, they were obliged to ally with John Redmond's Irish Parliamentary Party (IPP). Naturally, in return for this favour the IPP had asked for another Home Rule Bill, and their request was duly granted. Despite the failure of the previous two due to opposition from British Unionists, this Bill proposed similar changes, with the creation of a two-house Irish Assembly in Dublin being the key issuue. Largely Protestant Ulster would receive no form of special arrangement, and it was held by most Ulster Unionists that such an Assembly would do its best to marginalise Ulster, and shift the centre of industry and prosperity to the Roman Catholic south.

The opposition from the Conservative benches was fierce. Party leader Andrew Bonar Law was a man of Ulster ancestry, and a friend of prominent Ulster Unionist Edward Carson. Rallies had been held recently to protest against Home Rule, during which Bonar Law had spoken out against the thought of British troops being deployed against loyal British citizens. He had also joined in the taking of Carson's pledge of, 'Never under any circumstances will we submit to Home Rule,' along with the majority of the crowd before him. However it seemed that all this rhetoric outside of Westminster would have little effect on events inside it, as the 1911 Parliament Act limiting the powers of the House of Lords meant that the Unionist dominated upper house could no longer permanently block legislation from the Commons; instead a delay of two years was all that could be imposed. In the Commons it was looking as if there would be far less opposition from within Asquith's Liberal Party, meaning the bill would in all probability be passed at some point in 1914.

Back in Belfast, political gatherings aside, life went on as usual. Throughout the summer, work went on at Harland and Wolff, with the RMS Arlanza reaching completion in June, followed by several smaller steamers.

    Rules and Plans

    Appeals
If you feel like your plan was wrongly intrepretted or something important was forgotten, you have 24 hours to submit a single piece appeal. That means have everything you want to complain put together, rather than throwing in more and more stuff after the initial appeal is rejected. That's just bad taste and if you do it, I will automatically reject those further appeals. But if its another subject entirely I will treat it as a separate appeal. And just remember, moderator's say is final

    Tech
Let's make it simple. Tech will be historical 1940s to begin with*. If you want to develop technology then these are the prerequisites: You must prove the need(reason) for for the tech and the capabilities to make the tech. Do remember inventing it in historically does not mean you have too invent it in game.

*Some things are behind historical levels or just nonexistent, military tech is currently at basic WWII levels so around the early 1940s. And there will no nukes, because I have had too many bad experiences with players being trigger crazy with their nukes and ruining the game. Instead the main weapons of mass destruction are chemical and biological.

Any extra stuff or extra selections are allowed. Just get the point across. Also tactics don't matter that much in the warplan. For example you don't have to say "If the cavalry attacks the infantry will form square". That is unnecessary. The only reason to include tactics is if you are using special ones or pioneering an idea. For example feinting retreat is a special one and when Rodney invented it breaking the line was a revolutionary idea.
