This scene is from the 1999 film "Mortal Bullets," starring former wrestler Jesse Ventura and character actor Al Gore. The movie, an action-comedy about a preacher (Gore) teaming up with a retiring cop (Ventura), helped keep Ventura's acting career afloat until the mid-2000s brought him greater fame.
Al Gore, the son of a US Senator, often played conservative fathers, cowardly sidekicks, boring scientists, stereotypically evil/greedy politicians, and Ned Flanders-esque characters. He is considered to be "the rich man's John Ritter," as he has been in many major motion pictures, but has never landed a break-out role.
