Say have Moabite religion in the bible become a major middle eastern if not world religion? Maybe even a Moabite empire? Would it work? Or would it fade away?
 
The issue with Moab is it is a tiny desert kingdom with a very small population when compared to serious heavy hitters in Egypt and Iraq. Can Moab do better with some semblance of its culture remaining? Yes, but to create an empire when your enemy is Assyria, near impossible.

Okay could some traces of Moabite culture survive? Would a surviving Chemoshistic(?) sect be too much to hope for?

Of course, you keep a somewhat pagan array of beliefs in the Middle East or roughly so, then this is likely. Chemosh or Khamish as he was known in Iraq, could very well be worship further, after all he was worshipped in Ammon and Aram (Dimshaq). He was essentially a God of Eastern Semitic origin and thus would remain worshipped as long as a new religion or ethnic power does not conquer and enforce new gods or cultural traditions.

I assume you could work the trade routes around to have large networks going through Dibon which would keep the city alive, rather than the village or archeological site it was throughout otl or now.
