Earth is still pretty sick from global warming and ecological problems -- lots of damage to the planet has left many parts of California too hostile to live in long-term. Also, those ships are actually a mixture of long-term military personnel and colonists. The USS Eisenhower is stationed on the outer-rim of our solar system, and the USS Obama is stationed in Alpha Centauri.
Some plot bunnies stir.
The United States presidential election of 2052 was a contentious one. In 2048, Alexander Hertling, the Conservative Governor of Florida, had swept into the White House in a landslide, on a platform of fiscal conservatism, "putting America first", and a general call to order for the American nation and to "end lawlessness, immorality, and debauchery" -- his four year term as President of the United States had been an unmitigated disaster. The Liberals had been hopeful that 2052 was their year to win the national election, but had their hopes dashed quickly.
Jamie Greene had served as a Major General in the USAF, whose role was growing less and less focused on Terra-bound air missions, but on facilitating the boldly going where no man had gone before, to quote a show from nearly a century prior. In 2052, the Common Sense movement which began as a spark on the Internet, began to grow in power as Maj. Gen. Greene was drafted by the party (consisting of disgruntled anti-Hertling Conservatives, and people on the left of the Liberals, whom were unwilling to support the fringe Social Justice Party.), and was hailed as the "21st Century Eisenhower".
Her campaign hit the President for "backing down from American obligations", and emphasized her background as both a leftist supporter (her having been a member of the Socialist Party, USA during the early 21st century,) and her upbringing by two Reaganite Republicans. She emphasized the need for America to cooperate abroad, and to adhere to the ever buzz-word: common sense.
After the votes were counted, both on Earth, and on America's settlements off-planet whom had statehood or any other means like that, it showed that while Greene commanded a plurality, she did not win the election outright, resulting in a hung Electoral College. Enough of the House was convinced to vote for her as President of the United States, but the Senate, dominated by the Hertling Conservatives, refused to consider Sen. Nathan Wilson of Nevada to be the VPOTUS, and instead chose the incumbent Vice President David Kowalski.
On January 20, 2053, President Greene was sworn in, and the next chapter in America began.
