Al Gore during 9/11

So assuming that Al Gore defeating GWB doesn't butterfly away 9/11, how do you think it would differ in OTL. I would really like to discuss wether or not he would have similar popularity and approval ratings. For the POD, Al Gore doesn't pick Joe Leiberman as his VP and doesn't remove himself as far from Bill Clinton during the Election.
 
Gore would probably do few things different then Bush did with Afghanistan, except focus more on finding Osama more and going with a more hard-focus strategy initially instead of the light-footprint one championed by Rumsfeld.

But do you think he would enjoy the same level public support that Bush did. He isn't know to be as charismatic.

Probably not. As much as I wish Gore had defeated Bush, Bush had the level of support that he had because he had only been President for 8 months when the attack happened. While I do think Gore would've had a rally around the flag effect after 9/11, it wouldn't have been as big and it would've faded much faster, as the Democrats would've been in the White House for over 8 years at that point, and Gore was the Vice President for the 8 years prior to 2001, so people (vast majority of them being right wingers) would be very quick to blame Gore for the attack happening.
 
Gore will invade Afghanistan like OTL. He will probably send more troops to find targets linked with Al-Qaeda. Bin Laden and the rest of the leadership get away into Pakistan OTL as well unless he totally seals off the border out of Tora Bora. President Gore will take a few years to find and kill Bin Laden in Pakistan, but it should occur well before 2011 because he devotes more resources to the occupation of Afghanistan. The Taliban also probably ceases to exist there and also is definitely prevent from re-surging. Afghanistan's government is more secure, the occupation is shorter, and so is overall the war.

He will not change economic policy to lead to the Great Recession and ultimately Arab Spring. Gore will not send troops into Iraq and massively increase the Federal deficit. He will continue on Clinton's policy of enforcing disarmament talks with force if necessary though. I would not rule out air strikes on Iraq if negotiations of disarming Iraqi WMDs occurs after 9/11.

First, he would be attacked for any foreign policy with the claim Clinton made us vulnerable with all of the defese cuts since 1993. Second, the other claim would have been that Democrats were "asleep at the wheel" since the 1998 Embassy bombings and the 1993 WTC bombing.

Second, the NRA and militia movement members would slam the Gore Administration for any attempt at gun control legislation, claiming the "rise of a police state" and "new world order" conspiracy. Don't expect the Patriot Act to pass without conservative claims of "overriding the Bill of Rights".

Third,on a positive note, British PM Tony Blair would have caught less flack for standing woth American policy and probably wouldn't have written the 10 Downing Street Memorandum...
