    IMHO there is no way that Truman could politically survive an attempt at a negotiated peace so early in his administration. It would be seen as snatching defeat from the jaws of victory after 4 years of hard fighting to suddenly stop especially after the total defeat of Germany.

    I am afraid your terminology is inaccurate. What you describe is a fail-deadly system like the Soviet Dead Hand (or Perimeter) C&C network. The US and UK never operated such a system and in fact required a positive launch order hence the term fail-safe i.e. any failure would "safe" the system.
