Peshwar Lancers Redux: Kingdom of Hawaii

The Prime Minister and the Secretary of State sat down with former Prime Minister George Ariyoshi to discuss relations with the Empire of the Rising Sun. They were also sounding him out to find out whether he would make a good Ambassador to The Empire of the Rising Sun. The key was to keep the best interest of Hawaii in mind and a willingness to follow the governments lead. They would fully expect him to give him his opinion based upon what he learned in Japan. The former Ambassador realized that his successor was offering him a chance to rehabilitate himself and regain face. He humbly accepted and was to leave in a week for Tokyo.
 
The meeting between the Hawaiian Leader and the US President lasted several hours. They talked about trade, the continuing progress at recovery, National Security and foreign affairs. The Hawaiian Defense industry was heavily involved in the US industry. In some cases Hawaiian Companies owned 50 percent or more of some US Companies. Another topic was Space exploration and the launching of satellites to help with telecommunication. The US would appreciate Hawaiian Assistance in the matter.
 
The government of Hawaii met with a representative of the Republic of China in Hong Kong and had further talks between the Chinese Ambassador to the Court of ST James in India and the Hawaiian Ambassador. This lead to a discussion between members of the Cabinet. The Ambassador to the Empire of the Rising Sun was recalled to Hawaii to give his opinion of the possible impact of the establishment of relations with China
 
The Hawaiian Ambassador to the Empire of the Rising Sun made clear what he thought might be the reaction of the Empire to Hawaii's establishing relations with the Chinese. He made clear that the Empire considered Formosa and Hanan to be part of the Empire as was Manchuria. The Imperial Army had started to move more modern tanks, helicopters and APCs. The Hawaiian government wanted to make it clear that Hawaii was not taking sides but it believed that the Chinese had a right to self determination. At this point Hawaii would not sell any weapons to the Chinese

Vice Admiral William Kamehameha III the head of the Royal Hawaiian Intelligence Agency had moved to increase the country's intelligence gathering based in Hong Kong. The Hawaiians had recruited Chinese agents to gather a true picture of what was happening in China. It was these agents that reported the fact that the Empire of the Rising Run had finally deployed its M-61 tank and more modern APCs in China. The M-61 tank was similar to a designed American tank the M-47 . It was armed wit a 90mm gun and was considered more than a match for the Chinese T-34 Russian made tanks. The Imperial troops had better artillery.

The Prime Ministers of Hawaii and of the Empire of the Rising Sun had a Summit meeting On Guam to discuss issues such as China that seemed to be straining relations between the two nations. Hawaii made it clear that they were not selling weapons and offered to help to try to mediate a settlement.
 
In the Summit Meeting the two Prime Ministers sounded one another about China and trade relations. Hawaii's Royal Hawaii Petroleum Corporation was one of the world biggest producers of oil products along with its British and Dutch Partners> As such the Empire of the Rising Sun bought a lot of product from them.
 
Despite the recognition of the Republic of China by the Kingdom of Hawaii relations with the Rising Sun seemed to be running smoothly. The Imperial Prime Minister accepted the Hawaiian assurances. Hawaii had done nothing that might be considered hostile to the Empire of the Rising Sun since relations between that Empire and Britain and Hawaii were established. Howevr prior to that Hawaii had smuggled nearly 100,000 rifles to the Chinese along with 10 million rounds of ammo.
 
Vice Admiral William Kamehameha, the Director of the Royal Hawaiian Intelligence Agency had a special meeting with the head of Naval and Air Force Intelligence regarding events in China. Human intelligence indicated that the Empire of the Rising Sun was willing to use weapons which had never been used before. According to reports received the Imperial Forces would use Poison Gas plus increase use of firebombs in the Chinese crossed the Red Line. The only weapon that had not been approved that the Imperial Army and Air Force had was the use of biological weapons. Intelligence sources indicated that the new Emperor was objecting to even the consideration of such weapons.
The Admiral called the Prime Ministers office and the office of the King's National Security Advisor to set up a briefing on the Matter.
 
The Meeting stated for the case that the Empire of the Rising Sun now had artillery shell capable of unleashing Poison Gas upon the Chinese. Further intelligence had shown that the Imperial Air Force also had received a total of 100 bombs which were to release poison gas upon impact. The Danger the Admiral stated was that these bombs could be used against Chinese cities in Free China.. The Chinese had very few gas mask and while some cities did have AA protection it was doubtful whether it would stop a determined attack. Hawaii's Ambassador was to ask for a meeting with the Emperor. It was known that the Emperor had forbidden the use of biological weapons and see if he might also stop or restrict the use of Chemical weapons.
 
Britain's Foreign Minister made it clear to the Ambassador of the Empire of the Rising Sun that the use of Lethal Chemical weapons upon civilian Chinese targets would result in the British and other governments taking some action. It was hinted that the action would be economic. In the meantime Hong Kong received enough gas masks for the entire military and civilian population. The British Government okayed the sale of 500,000 gas mask for the Chinese people and allowed the transit of another 500,000 gas mask for the Chinese Civilian population from Hawaii. The Chinese government had purchased these with gold and had assured the British and Hawaiian governments that they were not for military purposes. It had purchased 100,000 gas mask from the United States for the Chinese Military and these moved through French Indo-China.
 
The Royal Hawaiian Navy Deployed a considerable amount of Naval power toward the region by sending a Carrier, Heavy cruiser, new Light guided missile Cruiser, 5 destroyers, oilers and 2 submarines. It was clearly meant to send a message that Hawaii was seriously concern about the actions the Empire of the Rising Sun was taking.
 
Hawaii's Prime Minister was giving a priority to diplomacy to solve the China problem, The result was Hawaii's Ambassador was working hard to convince the Emperor and the Imperial government not to use Poison gas. He made it clear that the world community would take action. That would mean trade sanctions.
