AH Challenge: Yaroslavian Russia

How can we get Yaroslavl, not Moscow, becoming the capital of TTL version of Russia?

There are similarities between the two cities, they are both old cities founded during the early stages of the Rurik dynasty in Kiev and Russia. Both are situated on major rivers. If they are this similar, why not can Yaroslavl become the capital?
