Could K-19 (like in the movie a couple years ago) have started a war? Good news is this is about 18 mo before Cuban Missile Crisis IIRC, so the megatonnage would be lower. Bad news is this is in May, so crops may be more damaged.

Dunno if this helps, but you can read the real story of K-19 in Blind Man's Bluff, whose author's name escapes me. It wasn't a missile boat in real life.
