Probably not. Even if you posit some great war leader arising in Andorra, its an unlikely place as the capital of an Empire.

wow, to even get Andorra to be a middle or great power, you are going to go all the way back, perhaps around the reconquista.

... or imagining that a leader from andorra manage to size power LEGALLY in France or Spain, thus one of the two country become an Andorran province (sounds crazy!)

Isn't Andorra ruled by a representative from both France and Spain? If so maybe someone manages to unite the two countries and chooses Andorra as the de jure capital of the new country (being in the middle and all that.)

That's it, in fact every french president also has the title of "co-prince" of Andorra, along another guy (think it's an archbishop of a Spanish town, I have to check).

We need someone like Napoleon, he was crazy enough to atempt something like that...

I got it, it's the Archbishop of Urgell, a spanish town in catalognia. So him and Sarkozy are actually coprince of Andorra.

Seems Andorra was funded in 1278 and earned independance in 1793 because of the revolution.

Hmm an interesting POD would be a war between France and Spain because of the Bourbon legacy aroubd 1720 (both kings were Louis XIV grandsons). As the french king is also coprince of andorra, if he win maybe the three countries are united with andorra as capital ?
